FHI 360 staff working in the United States are required to be fully vaccinated for COVID-19, regardless of the type of project or client they serve, or of their employment status (full/part-time, remote, telework, or in-office), unless an accommodation applies.  FHI 360 complies with federal, state, and local laws with regard to accommodations related to this policy. Full vaccination is currently defined as two weeks after the second dose in a two-dose series, such as the Pfizer-BioNTech or Moderna vaccine, or two weeks after a single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine. Booster doses are not required at this time.

Job Summary:

This position will be part of the Business Performance and Operational Management BPOM team under Global Health and Population (GHP) Business Unit. The position will be responsible primarily for providing overall sub-award quality assurance and management expertise across GHP’s portfolio.  They will provide expertise and technical guidance from pre-award phase to close-out of sub-awards, including the development of select strategic subaward solicitations, negotiation, review of sub-award packages, execution, monitoring and overall administration. The role will support ensuring full compliance with donor regulations, FHI 360 policies, SOPs, and processes.

Accountabilities:

  • Serve as a resource for GHP on FHI 360 Subawards polices and processes.
  • Provide periodic review of select subaward documents prepared and assembled by GHP project teams to provide feedback in areas that need improvements, including but not limited to Pre-Award Assessment Tool, Solicitation and Selection documents and subaward packages, SFR and financial report review, and other relevant documentation.
  • Ensure compliance with FHI 360 processes and regulations.
  • Identify and address challenges, in collaboration with GHP project staff, specific to subawards as needed.
  • Engage with Enterprise Service staff and project staff on revising and improving existing processes.
  • Identify areas of compliance risk and escalate as necessary to appropriate parties.
  • Manage a mechanism to ensure compliance with FHI 360 subrecipient monitoring guidelines.
  • Participate/contribute to periodic reviews to monitor subawards performance issues.
  • Track and monitor all third-party audit findings and work with the teams to ensure corrective actions are in place.
  • Manage projects related to subaward process improvements.
  • Contribute to oversight of subawards by conducting review of completed subaward packets, e.g., PATs and executed agreements; monitoring plans, per the FHI 360 guidelines; and supporting documentation related to compliance with special terms and conditions.
  • Develop and maintain a tracker to identify trends that may lead to increased risk to FHI 360, and work with the project staff on addressing these concerns and developing mitigation plans to insure successful sub-award performance.
  • Document lessons learned and best practices to share across GHP.
  • Maintain knowledge of donor rules and regulations and informing the team of changes in policies and procedures.
  • Identify significant risks and recommends plans for mitigation.
  • Assist with project launch and close out related to the subaward processes.
  • Track adherence to all funder and FHI 360 policies and mandatory procedures.
  • Provide guidance and assistance in standardized procedures for efficient award and subaward management.
  • Perform other duties as assigned.

  • Knowledge of donor (USG and non-USG) rules and regulations, common mechanisms of funding, contracting concepts, and principles from the solicitation phase to post-award administration.
  • Manage projects related to subaward process.
  • Experience creating and documenting processes and systems.

  • Presentation skills, both in person and remotely.
  • Strong analytical skills applied to problem-solving.

Supervision Given/Received:

  • Typically, does not have direct reports.

Education:

  • Bachelor’s degree or International Equivalent in Business Administration or related field.

Experience:

  • Minimum of 5+ years’ of progressively responsible experience working on projects that issued subawards, or support to portfolios with projects that issue subawards.
  • Knowledge of USG and non-USG rules and regulations including 2 CFR 200.
  • International development experience preferred.
  • Project management experience preferred.
  • Must demonstrate excellent analytical and organizational skills.
  • Excellent oral and written communication skills.
  • Read, write, and speak English. Fluency in a foreign language is desired

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Up to 25%
