This vacancy is a local staff position, exclusively available to nationals and residents of Nepal.
The role is situated within the Nepal Resident Mission (NRM) under the South Asia Department (SARD). SARD is at the forefront of ADB’s sectoral and thematic efforts across Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. NRM actively supports the Government of Nepal’s pursuit of accelerated sustainable and inclusive economic growth.

Job Purpose
As the Project Analyst, you’ll play a pivotal role in the Portfolio Management Unit (PMU) by providing analytical and statistical support, particularly in project administration and related project and portfolio analyses. You’ll report directly to designated international staff (IS) and senior national staff (NS).
Responsibilities
- Administer NRM-delegated projects, particularly those of a complex nature.
- Follow up with executing agencies (EAs) to ensure timely submission of project progress reports, audited financial statements, and audited project accounts.
- Collaborate with EAs and NRM project mission leaders (PMLs) to ensure the quality and content of reports.
- Monitor the progress of loan/technical assistance (TA) projects and update project performance reports and technical assistance performance reports.
- Prepare documents, files, and participate in field missions, facilitating discussions and assisting in mission documentation preparation.
- Contribute to contract awards and disbursement projections and monitor progress using appropriate instruments (e.g., planning and monitoring sheets).
- Support project completion review missions and provide analytical inputs for Project Completion Reports (PCRs), including data, information, and formatting.
- Ensure timely procurement/contract awards, reviewing procurement documents, and preparing draft comments and responses on procurement matters.
- Maintain a project procurement database, record complaints, and actions taken, ensuring proper documentation in procurement evaluation reports.
- Administer project contracts, monitor implementation, and identify and report gaps to PTLs and EAs for necessary actions.
- Conduct checks and preliminary investigations to verify the authenticity and accuracy of procurement documentation, assessing compliance with ADB policies and guidelines.
- Process disbursements for delegated projects by following up with EAs on timely submission of withdrawal applications.
- Review withdrawal applications for compliance with loan agreements and update the loan/grant financial information system (L/GFIS) data.
- Collect and analyze data and information, preparing project-wise tables for quarterly country portfolio review meetings.
- Contribute to country portfolio performance analyses in assigned sectors, including the preparation and updating of sector result frameworks.
- Prepare periodic notes and reports on portfolio performance review.
- Provide guidance and training to other administrative staff in the RM.
- Perform other tasks as assigned and outlined in the incumbent’s workplan.
Qualifications
Relevant Experience and Requirements
- Bachelor’s degree in engineering, economics, business administration, or equivalent.
- Minimum of 5 years of relevant work experience in project design, construction, administration, and procurement. Experience in international agencies is preferred, and prior experience in energy and urban sectors is advantageous.
- Strong research and analytical skills for tackling complex tasks.
- Proficiency in data collection, organization, and analysis using computer tools.
- Quick adaptation to procurement policies, guidelines, and procedures.
- Effective communication and interpersonal skills to foster productive relationships with various stakeholders.
- Ability to collaborate with individuals from diverse cultural backgrounds.
- High integrity, ethical standards, and a commitment to confidentiality.
- Familiarity with local languages and institutions.
- Proficient in English, with excellent writing and speaking skills.
