Environment Technical and Program Specialist

OVERVIEW:
The United States Peace Corps Nepal office is hiring a qualified candidate for a short-term contract position to support the development of a future Sustainable Natural Resource Management and Climate Resilience Project (SNRMCRP). This short-term position will work up to 120 days between approximately April 1, 2024 and September 30, 2024. Applicants must be willing to travel about 50% of the contract period to locations in Nepal as part of project development. This is a short-term; work during festivals & holidays that occur during the contract period may be required.
QUALIFICATIONS & SELECTION:
Applicants without minimum qualifications clearly outlined will not be competitive; preference is given to citizens residing in Nepal at the time of application. Under the direction of Peace Corps Nepal’s Deputy Program Director (who also serves as the Interim Environment Project Manager (IEPM)) the Environment Technical and Program Specialist (ETPS) is responsible for supporting implementation of a proposed Peace Corps Sustainable Natural Resources Management and Climate Resilience Project (SNRMCRP). The goals of the SNRMCRP are to assist individuals and communities to sustainably manage their natural resources, most notably forests, and to increase their climate resilience. Under the SCNRMP, future Peace Corps Volunteers will complete environmental education, solid waste management, community forestry, alternative energy, and income generation tasks.
MINIMUM REQUIRED QUALIFICATIONS:
Bachelor’s Degree in forestry, environmental or related field.
Minimum of four years of work experience in the environment, forestry, or related field
Fluency in both written and spoken Nepali and English.
Computer proficiency in Microsoft Office (Word, Outlook, Excel, PowerPoint)
DESIRED QUALIFICATIONS:
Experience working alongside village community members on locally-prioritized projects in Nepal.
Knowledge and experience in one or more of the following skills: environmental education, solid waste management, community forestry, alternative energy, improved cookstoves.
Knowledgeable about community/participatory assessment tools, designing, implementing, monitoring and evaluation of community projects.
Good presentation skills.
Experience of working and/or interacting with government officials at province and local level.
Experience working with an International Organization and or with foreigners.
Knowledge, Skills, and Attitudes:
Communication
Strong communication and interpersonal skills, conflict management skills, diplomacy and tact with staff, Volunteers, Trainees, community members and members of the government. Is cross-culturally sensitive and strives to communicate openly.
Motivation
Ability to work independently and proactively, is self-motivated and adaptable to constantly changing situations, and accepts responsibility.
Professionalism
Maintains confidentiality regarding Volunteer issues and other information, and possesses a strong sense of integrity. Sets a positive example for peers and PCVs in performance of professional duties (is punctual, diligent, well-groomed, etc.). Acts as a team member in a consensus-building atmosphere, encourages constructive feedback and accepts suggestions for improvement, and willingly responds to reasonable requests from both colleagues and supervisors in a timely manner.

EVALUATION PROCESS:
Prior to any contract offer, at a minimum –
Peace Corps will evaluate resumes and cover letters to create a short-list.
Short-listed candidates will be invited for group/personal interview, as well as may be asked to participate in practical written and/or oral exercises to assess skill levels.
Top candidates will be asked to submit names and contact information for at least 3 references; one reference must be a present/former supervisor or professor.
