Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The UNJP entitled, Shashakta Mahila, Sambriddha Nepal , Empowered Women, Prosperous Nepal-EWPN, a partnership of the ILO, UNFPA, UNICEF and UNWOMEN, financed by the European Union in Nepal, represents a strategic contribution to the achievement of gender equality as an integral element to the realization of the national vision of a prosperous and developed Nepal.

The UNJP seeks to address key drivers of gender inequality in Nepal through an integrated gender transformative approach with a focus on (1) ensuring that women, girls and other vulnerable groups are protected from exclusion, discrimination and violence in their homes and communities (2) strengthening women and girls access to decent work and economic opportunities and social protection and (3) addressing implementation and accountability gaps in policy and legal frameworks to uphold the principle of substantive equality.

The project Enhancing Labor Rights in the Informal Economy -ELRIE, supported by the US Department of State, will work to ensure that informal economy workers can better exercise their labour and social protection rights and benefit from improved access to relevant and gender sensitive services and protection, have improved participation in both bipartite and tripartite dialogue mechanisms, and benefit from strengthened and decentralized labour market institutions that can address their needs and priorities.

The project will work to increase the capacity of workers and their organizations to organize, advocate, demand and access their rights, and support the strengthening of government systems at local level to better realize labour rights, including by facilitating access to available services (e.g. social security) and enhancing enforcement and compliance mechanisms for labour rights (e.g. labour inspection).

The two (2) Field Coordination Associates- FCAs, one will be based in Surket of Karnali Province, and one in Janakpur, Madhesh Province.

They will support the EWPN and ELRIE Projects’ implementation and will be working in a programme team consisting of international and national experts.

In particular, the FCAs will support the coordination, implementation and monitoring of activities of the two projects at provincial and local levels, providing technical support to the implementing agencies, coordination among other actors including local and provincial governments and monitoring and tracking of beneficiaries, which includes programme support to the implementing agencies, maintaining and updating project progress records, compilation of data base of the target group generated by the implementing agencies and coordinating and collaborating with other stakeholders at field level as envisaged in the respective work plans.

They will promote ILO policies in the project related technical areas.

Reporting Lines:

Under the overall responsibility of the ILO Country Director for Nepal, the Field Coordination Associates will directly report to the Technical Expert on Inclusive Growth of the EWPN Project and the National Project Coordinator of the ELRIE Project respectively, and work in close collaboration with the Specialist on Local Strategies for Decent Work, Senior Programme Officers, Operations Officer and other ILO CO-Kathmandu team.

Description of Duties

  1. Support UNJP and ELRIE timely implementation, monitoring and evaluation through coordination functions, including provision of technical and administrative guidance to implementing partners and service providers in line with the ILO policy, rules, and regulations and according to the final programme document and work plan.
  2. Conduct training, workshop and seminar to develop capacity of the implementing partners in the implementation, monitoring, reporting and evaluation of the UNJP and ELRIE
  3. Assist the project team in proposals for programme development, draft portions of programme and budget proposals, project proposals, programme background, project reviews and evaluation.
  4. Collaborate with the UN Agencies in the UNJP and other implementing agencies in drafting work plans and ensure their implementation.
  5. Maintain liaison with other field offices, technical specialists and UN agencies on the programming, monitoring and procedural aspects related to the UNJP and ELRIE, follow up on matters of urgency, coordinate with other concerned government and non-government officials at the provincial and local levels and respond to specific requests.
  6. Undertake monitoring visit to selected field locations on a regular basis and as assigned by the Technical Expert and NPC.
  7. Facilitate field visits of various missions from ILO Kathmandu, ILO Geneva and donor agencies and ensure issuance of air tickets or transportation, and programme arrangement for mission members.
  8. Attend all meetings at the provincial and local levels and ensure that decision minutes are prepared and circulated to project team and other concerned ILO staff members.
  9. Assist the Technical expert in the preparation of implementation reports, monitoring reports, mid-term reports, and other reports as required by ILO.
  10. Establish and maintain relevant databases on direct beneficiaries as per the indicators in close collaboration with the implementing partners and service providers and regularly update and disseminate among the implementing agencies and project team staff.
  11. Liaise and follow-up with the relevant staff in line ministries, municipalities, partners and executing agencies, government offices, employer and worker organizations and any other organization linked to the projects at the provincial and local levels to expedite implementation and meet programme targets and deadlines.
  12. Serve as focal point for project administrative matters. Initiate requests, prepare standard TORs in relation to the project objectives, obtain necessary clearances, process and follow up on administrative actions and resolve issues related to project implementation. Liaise with external partners and attend meetings to provide and gather information.
  13. Provide programming and administrative support to cooperation activities. Actively participate in and provide inputs to programme implementation and monitoring exercises.
  14. Support in the preparation and conducting conferences, seminars, workshops, training sessions, and consultative meetings.
  15. Work closely with the project team and Communication Officers to ensure communication and visibility of programme activities and results.
  16. Support the management of Projects’ field office including administration and logistics.
  17. Perform other duties as may be assigned by the Supervisor.

Required qualifications


Completion of secondary school education, supplemented by training on programme and/or project administration. Strong knowledge on development issues of Nepal would be a clear advantage.


Minimum of seven years of office support work experience, the majority of which in programme and budget support work and project administration. Experience of working with an enterprise resource planning (ERP) system, in particular programme monitoring and management modules.


Excellent knowledge of English and Nepali languages. Knowledge of local dialects of the area of assignment would be an advantage.


  • Excellent knowledge of programme and/or project administration.
  • Excellent knowledge of results-based management (RBM).
  • Knowledge and understanding of the substantive nature of ILO programmes and activities.
  • Knowledge of methods and techniques for assessing quality and efficiency of process execution.
  • Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.
