Description of the Embassy and Team:
BEK leads the UK’s relationship with Nepal, engaging in diplomatic, defense, development, and trade activities. Our Country Plan for 2023-2025 focuses on five key campaign goals:
- Supporting an open and democratic society in Nepal.
- Strengthening UK security through Gurkha recruitment to the British Army.
- Assisting Nepal’s transition to a sustainable lower-middle-income country.
- Implementing climate targets adopted at COP26.
- Promoting girls’ education and women’s rights in Nepal.
These goals align with cross-cutting outcomes on federalism, inclusion, data, and strategic learning.

The Green Growth Group:
This group includes our economics and private sector ODA portfolio, UK-Nepal British trade, investment, and prosperity efforts, as well as our climate and resilience engagement. As a Governance Adviser within this group, you will report to the Group Head and collaborate closely with the Governance Team, the Evidence and Knowledge Team, and the Politics and Partnerships Team.
Main Purpose of Job:
This position serves as a Grade 7 Governance Adviser (GA) for the British Embassy Kathmandu. Your role will focus on governance advice related to green growth, private sector development, climate change, and resilience. You will provide strategic and technical governance guidance across other areas of BEK’s governance and development work, including Public Financial Management reform, Gender Equality and Social Inclusion (GESI), federalism, and anti-corruption. This position involves engagement with state and non-state actors at provincial and local government levels in Madesh, Lumbini, and Karnali provinces.
Key Responsibilities:
Your responsibilities will include:
- Leading governance advice for the UK’s economic development and investment promotion in Nepal, especially regarding Green Growth Nepal and Nepal in Business programs.
- Providing governance advice for UK’s efforts in tackling climate change, strengthening climate and disaster resilience, and developing shock-responsive social protection systems in Nepal, particularly related to the Resilience, Adaptation, and Inclusion (RAIN) program.
- Leading governance analysis to understand institutional and political barriers and drivers for inclusive and green growth, private sector development, and systems strengthening in light of Nepal’s middle-income transition and federalism implementation.
- Collaborating with the PFM Governance Adviser to provide governance advice on Government of Nepal’s governance and PFM systems and capacity.
- Advising on opportunities for politically smart, locally led anti-corruption work and influencing BEK’s approach to anti-corruption.
About You:
This position requires a creative, knowledgeable, and proactive governance adviser with a deep understanding of Nepal’s political dynamics, including state, non-state, and private sector actors. You should have enthusiasm and authority to support and influence engagement across the Embassy, build an extended network of contacts, and coordinate effectively with multiple stakeholders.

Essential Qualifications, Skills, and Experience:
- Expertise and working experience on governance, including applied political economy analysis and Inclusive Growth and Economic Development.
- Strong application of the Governance Cadre technical competencies at the “expert level” (desirable) or “practitioner level” (essential).
- Robust knowledge of private sector and/or climate change/disaster resilience issues in developing countries and Nepal.
- Appreciation of HMG objectives for inclusive and green economic growth and private sector work.
- Experience in engaging on policy development and coordinating with multiple stakeholders.
Language Requirements:
Fluency in Nepali and strong command of written and spoken English is essential.
Salary and Benefits:
- Salary: NPR 344,182 per month
- Start Date: October 1, 2023
