1. Program Internal Auditor – USAID Integrated Nutrition
Background
Helen Keller’s Internal Audit Department brings a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes. It is an internal resource that provides independent, objective assurance and consulting to our many offices around the world to continuously improve Helen Keller’s operations in support of our mission. The function also provides objective assurance of the effectiveness of the Helen Keller risk management framework. It is meant to be preventive and proactive, with a strong training component emphasizing accountability.
Helen Keller collaborates with the Government of Nepal (GoN) in implementing the USAID Integrated Nutrition Program, to improve the nutritional status of women, adolescents, and children in Nepal.
Role of Program Internal Auditor
The position holder is responsible for planning and implementing audits of the USAID Integrated Nutrition program to assess and ensure adherence to Helen Keller’s policies and procedures and compliance with donor regulations, internal program implementation requirements as well as local laws and regulations as it applies to the program. The program is managed by Helen Keller from the Kathmandu country headquarters along with 4 provincial offices, overseeing consortium partners and local NGO subrecipients in districts across the 7 provinces. This position requires regular field trips to provinces and districts to perform audits of implementing partners and locations.
Functional Relationships
The position holder is a member of the Global Internal Audit team, reporting functionally to the Director of Internal Audit (based in the US), and administratively to the Country Director of Nepal. The position holder works closely with colleagues on the USAID Integrated Nutrition program, to constantly monitor audit effectiveness and tailor audits around the high-risk areas in the program.
Specific Responsibilities
- In consultation with the Global IA team, develop and implement an annual audit plan for INA program, including sub-recipients and partners, adopting a risk-based methodology.
- Review the design and effectiveness of internal controls in the USAID Integrated Nutrition program, with respect to compliance, operating efficiencies, reporting and the safeguarding of assets.
- Document all internal audit work in Audit Board, an internal audit software, maintaining adequate working papers, and ensuring that all work steps are completed in the system.
- Prepare consistent, concise, and informative audit reports to effectively communicate findings to the PMT.
- Provide recommendations to address audit findings, and strengthen internal guidelines, policies, procedures, and work processes.
- Follow up on USAID Integrated Nutrition internal audit findings monthly, using Audit Board software, and seek explanations for open/unresolved findings.
- On a quarterly basis, analyze the findings to identify patterns and risk areas for management to address.
- Coordinate with the Global IA team to conduct investigations of identified irregularities or violations and complaints of fraud, waste, or abuse, received by the USAID Integrated Nutrition program.
- Any other work as assigned by the Global Internal Audit Team
Program Internal Auditor Required Qualifications/Competencies
Education
- Master’s degree in accounting, finance, or related field; with a minimum of 6-8 years directly related prior work experience including at least two years in a similar position/organization; or equivalent combination of education and experience.
- CA/CIA/ACCA certification is an advantage.
Skills
- Strong analytical, critical thinking, and problem-solving skills,
- Knowledge of the auditing standards, COSO internal control framework, risk and control assessment.
- Very good oral and written English language skills, including the ability to write well-structured audit reports.
- Highly computer literate, including knowledge of Microsoft Office suite (Word; PowerPoint; Outlook), and strong Excel skills. Experience working with an audit management software is a plus.
Experience
- A minimum experience of 5 years, with 3 of them in internal audit.
- Experience with large NGO or accounting firm a big plus.
Job requirements
- Ability in prioritizing workload, assuming personal responsibility for assigned work through completion.

- Ability to travel up to 30% of the time to implementation areas, occasionally at short notice.

2. Finance Officer – USAID Integrated Nutrition
Reports to: Manager- Budget and Finance
Job Purpose:
Under the supervision of the Manager- Budget and Finance and being a team member of Finance, maintains the office accounting in accordance with Helen Keller Intl financial control policies and procedures. The primary responsible of the position is to support USAID Integrated Nutrition finance team in smooth operations of financial management which includes day to day operation and all kinds of financial work in the office.
Major Duties & Responsibilities
- Verify vouchers/invoices submitted to USAID Integrated Nutrition for payments, obtain the approvals as appropriately and process the vouchers via NetSuite for payments.
- Support payment process of USAID Integrated Nutrition activities and its documentation.
- Prepare fund transfer of PO’s, PNGO’s, Consortium Partners, vendors, staffs, and others through Straight to Bank (S2B).
- Update and enter the vendor profile in S2B system, prepare transfer, making batch and send all the signed/authorized payment to bank via S2B.
- Check all payments in S2B system for fund transfer or returned from bank and inform to finance team accordingly.
- After completion of payment, maintain filing for all financial vouchers including accounts payable, receivables, and consultants’ payments.
- Check an E-Statement of SCB of USAID Integrated Nutrition accounts and prepare monthly Bank Reconciliation Statements.
- Support in VAT refund process, tracking and reconciliation of VAT refunded invoices including VAT for partner organizations.
- Support on timely deposit and verification of e-TDS.
- Support to Finance team for execution of effective and efficient day to day financial management of the Project including preparing and processing to the monthly cash requirement to be provided to Helen Keller Intl canter finance on time.
- Collect Monthly Finance Reports & finance related documents from USAID Integrated Nutrition field offices and ensure its documentation.
- Coordinate with staffs to ensure advances (travel and program) are cleared/settled within stipulated/allowable timeline and expenditure documents are supported adequately and comply.
- Assist in monitoring province/district approved budget vs expenditures and other financial reports. And support, follow up and implementation of audit recommendations.
- Ensure compliance of local law, donor requirements, organizational policies and procedures and maintain internal control systems.
- Any other task assigned by the supervisor as per requirement.
Job Specifications
- Bachelor’s degree in finance/management with 2 years’ experience or +12 with 4 years’ experience
- Good knowledge in financial management and internal control system.
- Experience in handling online accounting system.
- Experience in VAT refund process and good knowledge in applicable Tax laws.
- Ability to work well with others and to develop and maintain positive working relationships.
- Good computer skills (specially in Microsoft Word, Excel and Power point)
- Competent in Nepali and English typing.
- Excellent interpersonal and facilitation skills
- Willing to travel remote areas as and when required.
- Experience on USAID Compliance, rules, and regulations
3. Project Coordinator – Transforming Lives through Nutrition

Reports to: Project Manager
Overall Responsibilities:
The position is responsible for ensuring Helen Keller International’s best practices are upheld, including adherence to the code of conduct, policies and procedures, financial accountability and making sure official matters are kept confidential. Ensuring quality is a primary objective of Helen Keller International’s programming and monitoring and evaluation oversight is a requirement of all managers to achieve the best outcomes possible.As gender and social inclusion (GESI) is a cross-cutting and core component for Helen Keller International programs, all personnel are required to ensure GESI sensitivity and integration where they work.
Specific Roles and Responsibilities:
- Support policy and implementation
- Project Coordinator represents Transforming Lives through Nutrition project implemented by Helen Keller Intl and iDE at Province, District and Municipal level.
- The position holder should provide administrative support to the Project Manager and assist in the overall management of the project activities at the field level.
- Ensure all partners have a clear and achievable design integrating innovation and fully complying with Helen Keller international minimum standards.
- Ensure that partner NGOs follow sound planning processes, have high-performing teams with good performance management processes
- Focus on detailed quality and results, and have robust monitoring, and an excellent participatory methodology and stakeholder management approach.
- Maintain good relationships with province and local governments, partner institutions, and other key stakeholders.
- Help with program planning, scheduling, and documentation, ensuring that program activities are well-organized and executed.
- Monitors and supports partner NGOs in the implementation of project activities and the financial settlements as per Helen Keller policies.
- Facilitate communication among program stakeholders, including team members, partners, and external parties.
- Assists in preparing project reports, compilation and report to the country office.
- Communicate with implementing partner on implementation modality, quality and timely delivery of project activities.
- Coordinate with project team members and provide support as needed.
- Assure the Helen Keller policies are fully implemented by partners.
- Ensure internal and external visibility of the project and the organization.
- Supervise Field Officers and Driver and support them as needed.
- Monitor project progress and address potential issues proactively.
Qualifications and Competencies:
- Master’s degree in public health, nursing, nutrition or relevant field.
- Experiences and other competencies:
- Minimum 7 years of experience in coordinating with province, district level government stakeholders.
- Have experience in coordinating with district and municipal stakeholders for nutrition/health related activities.
- Have experience with NGO partner mobilization and community mobilization.
- Good Nepali and English communication skills (oral and written).
- Priority will be given to the person who has experience working in Lumbini Province.
- Experience using Excel, Word, and PowerPoint and other software.
- Willing and able to travel field.
