A. Job purpose:
The position is responsible for results monitoring and reporting, capacity building and knowledge management in PROYEL while ensuring gender equality and social inclusion mainstreaming and youth engagement throughout the project management working closely with the local governments and local partners under the overall guidance of the Project Coordinator.
B. Roles and Responsibilities:
1. Compliance with Policies, Rules/Regulations and Guidelines:
Adhere to Helvetas’ organizational policies, procedures, regulations, and guidelines (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption, etc.)
Ensure Constitution/Conflict Sensitive Program Management at all levels.
2. GESI and Youth Engagement Integration (30%):
Ensure integration of GESI and youth engagement aspects in the Yearly Plan of Operations in consultation with the Project Coordinator and the co-applicants (Women Empowerment Action Forum (WEAF)/Dailekh and Sahayogi Samaj Nepal (SSN)/Sarlahi)
Regularly interact with the co-applicants as well as the project third parties to discuss and support the implementation of GESI and youth engagement activities within the project.
Interact with the municipal officials to support the formulation of GESI and youth engagement policies, also engaging in mentoring elected women, Dalits and youth leaders whenever appropriate.
Coach the co-applicants and the project third parties on how to reinforce GESI and youth responsiveness in the project activities.
Recommend and implement meaningful methods to include men, women, boys, and girls from diverse caste/ethnic groups in the project activities through regular interaction with the project participants and representatives of the co-applicants.
Organize reflection sessions on GESI and youth engagement for the project team including the co-applicants and third parties on a regular basis, to raise awareness and enhance understanding.
Coordinate GESI and youth engagement-related capacity-building initiatives as per the need and demands of the project, project team members and different stakeholders.
Seek different stakeholders’ recommendations on how to best overcome GESI and youth challenges like engaging men, women, boys and girls in local governance interventions and find meaningful methods to engage diverse groups in the project activities.
3. Monitoring and Evaluation, and Capacity Development (35%):
Support integration of GESI and youth engagement aspects into the M&E system and processes by coordinating with the Project Coordinator and the co-applicants thereby ensuring that GESI and youth aspects are reflected in output and outcome level indicators.
Coordinate with the co-applicants as well as third parties to maintain a database that can be disaggregated (by sex, age, urban/rural, disability, etc.) and analyzed to inform project progress and performance.
Undertake field visits and interact with stakeholders and beneficiaries to monitor and track the progress of the project activities using qualitative research tools with a GESI and youth engagement perspective.
Support capacity development of the co-applicants in monitoring and reporting of the field level activities maintaining the database as per the EU reporting system.
Support to conduct internal/external evaluation as per the project requirements.
4. Reporting and Knowledge Management (25%):
Ensure monthly reports from the co-applicants and take the lead on compiling the field data/ information.
Take lead responsibility for the coordination and supervision of Youth Sounding Board (YSB) members and its governance sub-cohort.
Receive, review/edit and compile key project reports and other output reports from the co-applicants, third parties, and consultants.
Support the Project Coordinator in the preparation of key project reports (semi/annual) including infographics and other project documents.
Support the development of online courses, guidelines, manuals, and other IEC materials as and when required.
Produce high-quality documents that describe, in English and Nepali, the project activities supporting GESI and youth engagement.
Participates, as necessary and appropriate, in Helvetas Nepal knowledge management activities (notably internal workshops, field visits interacting with local people, and staff discussions).
Collect and compile good practices especially related to youth engagement, GESI, transparency and accountability of the municipalities.
5.Coordination and Networking (10%):
Network with other EU applicants (OXFAM and Youth Innovation Lab) and development organizations/agencies working in support of GESI and youth engagement sharing our experiences and learning from others engaged in this sector.
Coordinate with other EU applicants to provide coordinated support to Youth Sounding Board.
Maintain close coordination and contact with the project staff from Karnali and Madhesh provinces.
6. Other tasks:
Familiarize with Helvetas Nepal’s country strategy, policies, technical programs and projects.
Carry out duties as assigned by the Line Manager and Helvetas Nepal’s management.
Required Education, Experience and Competencies:
1. Education & Experience:
Bachelor’s degree in development studies, social sciences, or any other relevant field.
Minimum 3 years of working experience in program/project implementation with practical experience in monitoring and reporting, and capacity building of local partners including GESI and/or youth engagement issues. Work experience in the field and with youth networks and local government is an asset. Commitment towards youth engagement, gender equality and social inclusion is a must.
2. Skills and Competencies:
Understanding of constitution/conflict-sensitive program management, including the main constitutional provisions related to GESI and youth engagement in Nepal
Knowledge of the implementation of federalization in Nepal
Proven experience in monitoring, reporting and knowledge management
Experience in analyzing projects and programs from a GESI perspective; experience with gender-responsive budgeting and GESI/gender audits is an advantage
Experience in working with government agencies, donors, and networks of development agencies
Experience in organizing events, consultation, and training
Advanced skills in using the computer and IT and good experience in using digital platforms
Fluency in written and spoken English and Nepali is required. Knowledge of other local languages is an advantage
Proven documentation experience in the form of publications in English
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
Willingness to travel to the field frequently
