Job Title: Deputy Executive Director

Position Background:

International Needs Network (INN) is an international organization founded in 1974 in Lausanne, Switzerland. INN started its ministry in Asia since 1974 and currently works over 20 countries on six continents, partnering with 1,200 staff members.

International Need Network Nepal (INNP) is an independent, non-profit, non-political, and non-governmental organization, committed to enhancing the quality of people through sustainable social development in Nepal.

We seek to transform lives holistically by integrating innovative community development initiatives. It aims to enhance the quality of life of poor, marginalized people of society through scholarship, training, and community development programs. We work to uplift the lives of the most vulnerable and the marginalized communities through socio-economic empowerment programs, community engagement, livelihood initiatives, education, and women empowerment programs. We respond to the crises by bringing immediate relief and recovery programs to the most affected families.

International Needs works with a vision “Changed Lives, Transformed Communities” The core functions of INNP are: 1) Women Empowerment Program, 2) Community Development Program, 3) Education program, 4) WASH, and 5) Relief Program.

Purpose of the Position:

The main purpose of this position is to support the Executive Committee to implement INNP’s strategic plan and policies to achieve INNP’s goals and objectives. This position is also expected to lead the management functions and guides the department coordinators to achieve the departmental objectives in coordination with line manager’s and different stakeholders. S/He will be overall responsible for the strategic leadership and direction of INNP to achieve the organizational vision, mission and objectives and will be responsible for the programmatic, operational, financial and team management.

Scope of works:

Under the direct supervision of INNP Chairperson, the Deputy-Executive Director will perform the following tasks:

Develop and Implement Policies and Plans:

  • In the leadership of Chairperson and support from board of directors; implement the long-term strategic plan (2022-2026) with specific goals and departmental objectives
  • Take leadership role to develop, revise and implement policies in coordination with board of directors and ensure all donor compliances are met in terms of policies and bylaws.
  • Develop and implement detail operational plan with measurable results that is aligning with INNP’s Strategic plan with assigned governing Board of Directors.
  • Support EC to update by-laws and policies as per need; succession plan and staff development policies
  • Prepare and implement schedule to review organizational policies, guidelines and plans and make summary and submit to Board of director for endorsement.  

Technical Support and Engagement:

  • Prepare all program goals and objectives aligning with strategic and operational plan. Evaluate progress and effectiveness of department and provide technical support to the staff as per need, to achieve program objectives and outcomes within required timeframe maintaining quality standards
  • Assist the finance and administration departments in creating financial reports and statements that adhere to donor and government regulations. Every month, review the financial statements, examine the spending pattern, and make any necessary improvement suggestions.
  • Oversee the entire administrative, financial, and logistical process. Inform the Executive Board members of the financial condition and periodic financial status. Make sure to create and carry out all grant program contracts, including financial ones.
  • Ascertain that all reports are ready and delivered on schedule in accordance with donor and policy criteria. Before sending any program or financial report to the relevant authorities or stakeholders, review it all and submit it to the chairperson for final approval.
  • Assure timely completion of all contract deliverables and uphold the standard of all processes.

Funding and Management of Partnerships

  • Establish networks and collaborations with national, regional, and international organizations to lead donor cooperation, fund-raising, and project development domestically.
  • Start creating new programs and preserving current alliances.
  • Launch a variety of regional and global fundraising campaigns to increase program financing and viability.
  • Arrange donor visits, gatherings, roundtable talks, and assessments as required.

Human Resource Management:

  • Oversee the hiring of new employees (including consultants) in accordance with the board of directors; update job descriptions for every position; run an induction program that complies with INNP regulations and obligatory rules; and oversee the comprehensive development of staff members.
  • Use performance management to guarantee staff performance and high-quality output.
  • Keep an eye on every employee’s activity in accordance with their performance goals and deliverables.
  • Oversee the organization’s daily operations, work with the executive director to develop longterm plans for achieving all objectives, and assess the effectiveness of various fundraising initiatives.
  • Create a salary matrix and make sure that benefits are in compliance with the government of Nepal’s labor law. 
  • As needed, guide, coach, and assist department coordinators and their staff members.

Monitoring and Evaluation:

  • Make that the INNP has an established M&E system including M&E rules, policies, and tools.
  • Create and assist in implementing a monitoring system within the organization. 
  • Make sure that each program is promptly assessed in relation to its deliverables. Examine program reports in relation to its metrics.
  • Create standards for the main functions of INNP, as well as recommendations for oversight and monitoring. Orient to every employee.
  • Create and implement an information management system within the organization. 

Coordination and Networking:

  • Make sure the organization develops and implements guidelines and policies for communication.
  • Arrange and participate in the organization’s scheduled meetings, and make sure you follow up on and carry out the decisions made there. 
  • Work together with experts and policy specialists to find solutions for all complicated problems, and arrange with all governing boards of directors to represent INNP at various gatherings.
  • Engage in various forums, speak on behalf of INNP, and sustain connections with pertinent social justice and nonprofit groups that are pertinent to INNP’s work. Write reports and inform the board of directors as necessary.
  • Get the message ready to be sent via various mediums.
  • Create a coalition network of like-minded organizations, INGOs, NGOs, and stakeholders to enable IN-Nepal to collaborate productively.

Qualifications/experiences required:

  • Master’s degree in management, social science, or related fields with at least 2 years’ experience in leadership positions working with national NGOs/INGOs. Or bachelor’s degree in management with at least 7 years of similar work experiences
  • Demonstrated strong leadership, management and teamwork skills.
  • Logistics and problem-solving skills/with critical analytic skill.
  • Understanding of the political and cultural context in Nepal and international trend.
  • Demonstrated written and oral English communication skills 
  • Demonstrated budget and expense management skills/capacity to prepare master budge of INNP.
  • Should be able to coordinate amongst the government agencies and other NGOs
  • Ability to have cordial/relationships with donors/government authorities for the sustainability of INNP.
  • Excellent writing and analytical skill in drafting concept notes and reports. 
  • Knowledge and experience of project cycle management, logical framework approach and project monitoring & evaluation with proposal writing and report writing.
  • Commit to uphold INNP’s values and code of conduct and maintain integrity and confidentiality.

Job Purpose This position will provide overall administrative support to ensure the efficient operation of the INNP Central Office.

Job Responsibilities

  • Responsible for administrative and logistics support, including IT-related activities.
  • Handling petty cash book in close coordination with Admin and Finance Officer.
  • Manage IN’s leave and vehicle management systems.
  • Initiate the procurement process with sound documentation and payments process.
  • Maintenance of good condition of organizational Assets, (ie Equipment, Accessories, Furniture, buildings, Vehicles, etc.).
  • Makes travel arrangements for senior staff such as booking flights, cars, and hotel or restaurant reservations.
  • Regularly report on needs and progress on the IT issues in his/her area of responsibility.
  • Ensure the efficient utilization of maintenance of organizational Assets (ie equipment, accessories, furniture, buildings, Vehicles, etc.
  • Ensure proper vehicle Management and maintain logbooks.
  • Support to AFO to ensure safety and for security systems and update security-related issues of the organization.
  • Update data-based and other organizational information on the IN-web side.
  • Support Finance for banking, SSF, TAX, SWC, and Government related functions.
  • Initiate logistics management of organizational events and program management.
  • Other tasks assigned by Admin and finance Department.

Required Qualifications and Competencies:

  • BBS/BBA/BCA level of education with a minimum of 1 year of experience in a similar position. A candidate with IT-related knowledge is preferred.
  • Administrative, organizational, and general office management skills
  • Fluency in spoken and written English and Nepali.
  • MS Word, Excel, and PowerPoint.
  • Able to do quality work with strict deadlines effectively and efficiently under pressure.
  • Flexible and able to multitask on several different aspects of the Organization.
  • A valid two-wheeler driving license is preferred.
