CONTEXT
International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization supporting democratic reform and sustainability worldwide since 1995. Its main impact areas are electoral processes, constitution-building, political participation and representation, gender equality and inclusion, and climate change and security.
Since 2004, International IDEA has supported three main areas of the democratic process in Nepal: transition to peace and to a democratic system, constitution building and electoral processes.
In 2015, once the new constitution was promulgated and Nepal became a Federal Republic with three spheres of government – federal, provincial, and local – International IDEA’s work shifted towards supporting the implementation of key constitutional provisions, supporting the newly introduced federal system by strengthening local government system and processes.
After the 2017 election of all three spheres of government, International IDEA has been supporting the federalization process of Nepal through Coherence Programme that provides capacity strengthening support to build more democratic and deliberative local governance. It supports selected local governments and their elected representatives to better understand and perform their roles and responsibilities through a team of young mentors.
International IDEA has recently partnered with the European Union Delegation in Nepal (EU) to implement another project: ‘Support to Nepal’s Democracy and Inclusion Processes through Electoral Reform Initiatives’. This project is a co-creation between International IDEA Nepal Programme and the EU. This project builds on the learnings from the Coherence Programme and the ‘Common Principles for Supporting Gender Equality and Social Inclusion in Federal Nepal’ developed by International IDEA for the International Development Partners’ Group, Nepal.
This project attempts to deal with two key issues: the exclusion of women, Dalits, youth and other historically marginalized and excluded people in the political process despite major electoral reforms, and the barriers in ensuring a meaningful participation of political representatives elected from these social groups.
The key approach of the project is two-fold: 1) it helps bring together and support a consortium of Civil Society Organizations (CSOs) representing the interests of women, Dalit, and youth to strengthen their understanding of political inclusion in the federal context, and the existing multi-layered barriers to meaningful inclusion in the federal governance process, 2) it conducts extensive research and studies generating evidence from the ground and share these with relevant stakeholders to feed into the reform initiatives in electoral laws and policies, as well as practices.
The two main research themes include: a) status of representation of women, Dalit, and youth in 2017 and 2022 elections, and b) electoral finance and vote buying.
For this, International IDEA is looking for a dynamic, creative, committed, and open-minded individual with strong research skills and a strong interest in inclusive governance to work as a Programme Assistant.
The Programme Assistant will work with the Project Team in supporting the consortium of partner Civil Society Organizations take up the reform initiatives through capacity strengthening and research and advocacy activities.
The Project tries to envision political inclusion differently, thus has a lot of space to learn, and unlearn; deconstruct old narratives and support in the process of building new narratives. The Programme Assistant will work closely with the partner CSOs, and other key stakeholders to facilitate dialogues and workshops and will contribute to monitoring and evaluation as well as communication and reporting.
DUTIES AND RESPONSIBILITIES
- Coordinate with the CSO mentor/staff as the first point of contact and brief the project team on the weekly basis about the update, progress and matters needing action and attention.
- Provide technical backstopping support to the CSO mentor/staff on a regular basis and facilitate communication and backstopping from the project team as necessary.
- Coordinate and facilitate cross-learning within CSOs, and between the CSO consortium and International IDEA, as well as amongst the consortium of CSOs.
- Support the CSO mentor/staff in conducting trainings, workshops, and other learning-sharing events as a facilitator or resource person, as necessary.
- Facilitate the maintenance of the database of information and reports shared by CSO mentor/staff, help the project team in processing and disseminating the evidence and information in innovative and cost-effective ways.
- Coordinate the collection and processing of information through media monitoring from all three CSO mentor/staff, and feed it into adaptive project management approach, as well as research briefs.
- Provide research support to the project team, CSO mentor/staff, consortium CSO partners, and subcontracted researchers in the development and dissemination of research reports.
- Support the project team in stakeholder mapping, and timely updating and adapting the strategies to engage and influence stakeholders as per the change in external context and scenario.
- Support the Programme Officer and the project team in preparing quarterly and yearly reports, as well as monitoring and evaluation.
- Develop or support to develop project briefs, background notes, research briefs, as necessary.
- Support in the development of different tools, materials and resources for information collection and dissemination with the project team.
- Contribute to the development and implementation of the project in other roles as necessary.

- Have an attitude to learn and unlearn, ability to engage in impactful and constructive conversation on difficult topics.
- Fluent in both English and Nepali, both written and oral is required.
EDUCATION AND EXPERIENCE
- Minimum university degree in Social Science, Development Studies, or other relevant discipline, preferably law and political science.
- A minimum of two years of professional experience working in the field of democracy and governance, electoral reform and political inclusion is preferred, but not compulsory.
- Experience of working on empowerment of elected representatives, marginalized groups and/women’s leadership and governance systems and processes will be an asset.
- Experience with coordination and convening roles will be a plus.
- Experience working in a civil society organization, local or provincial governments or any other government entities will be an added advantage.
- Advanced knowledge of the Microsoft Office package (including MS Work, Excel, and PowerPoint) and the internet is an asset.
- Background or experience in creative storytelling or strategic communication is a plus.
