International Labour Organization New Job Vacancy 2023 for National Project Coordinator

Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.

Required qualifications

Education

  • First level university degree in economics, social sciences, or related field and strong knowledge on development issues particularly of Nepal

Experience

  • At least three years of relevant professional experience at the national level, with thematic emphasis on social protection. Experience with contribution-based social security is a significant advantage. 

 Description of Duties

  1. Support UNJP timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative guidance to the programme team in line with the ILO policy, rules, and regulations and according to the final programme document and work plan.
  2. Contribute proposals for programme development, draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives, project reviews and evaluation. Monitor progress of  the programmes, and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
  3. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  4. Ensure the delivery of quality technical inputs on social protection, including qualitative and quantitative research in line with ILO conventions and recommendations.
  5. Liaise and follow-up with the relevant technical staff in line ministries, partners and executing agencies, government offices, employer and worker organizations and any other national organization linked to the project to expedite implementation and meet programme targets and deadlines.
  6. Assist in the programming and control of resources of the programme, prepare budget estimates and expenditure forecasts by analysing and monitoring the resource situation as compared to planned activities and making recommendations for remedial action. 
  7. Provide programming and administrative support to cooperation activities. Actively participate in and provide inputs to programme implementation and monitoring exercises.
  8. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to programme sites independently or accompanying others.
  9. Work closely with the Decent Work Team and the Communications Unit to ensure communication and visibility of programme activities and results.
  10. Review and analyse specific development plans and priorities, socioeconomic data, reports and other relevant information of Nepal, including identify potential technical cooperation areas and provide written analysis on the findings to Specialists and Country Director.
  11. Promote ILO social protection policies in the related technical areas of the programmes in line with the relevant International Labour Standards.
  12. Perform other duties as may be assigned by the Supervisor
