Much of this support has gone to strengthening the capacity of government, civil society and community groups to fight poverty, and to bring national and international development partners together to design and implement successful projects that contribute to Nepal’s development objectives.

Task description

Within the delegated authority and under the overall supervision of Head of Finance and direct supervision of Operations/Finance Assistant or her/his designated mandated representative(s), the UNV Operations Assistant will:

  • Support for preparing all types of vouchers including PO, Non-PO, Prepayment/Adjustment and other for UNDP and on-behalf of other UN agencies;
  • Support for submission of request and uploading agency requests in Agency Service Request (ASR) Portal on behalf of other UN agencies;
  • Support for the preparation and submission of periodic certifications;
  • Support for running Paycycle, printing cheques and make sure that all payment are processed with appropriate and sufficient supporting documents;
  • Support for collecting, recording, filing and submission of VAT invoices of UNDP including project to Inland Revenue Department (IRD);
  • Support for creating deposits/other in UNall and Quantum;
  • Support for filing, digitizing and archiving of financial and other documents;
  • Support for monthly reconciliation of TR/TE including ticket cost in coordination with administration/travel unit;
  • Support for preparation of monthly petty cash register with cash receipt and facilitate payment and settlement;
  • Support for managing logistic for various official training, workshop, and meeting;
  • Any other tasks assigned by the supervisor;

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
  • Full compliance of financial processes and financial records with UNDP rules, regulations, policies and strategies;
  • Support to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Finance in consultation with the direct supervisor
  • As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of assigned functions.
  • Proper receipting of goods and services and establishment of accruals;
  • A final report of her/ his accomplishments are prepared and shared with her/his supervisor at the end of the assignment.
  • Support in well-functioning of the ERP Quantum the UNDP Nepal.

Eligibility criteria

  • Age: 27 – 80
  • Nationality: Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

  • 3 years of experience in the national and/or international level in finance and administration.
  • Working experience in UN or other international/national development organization will be given priority;
  • Good knowledge of Microsoft Office including data management and working knowledge of ERP system;
  • Proper communication skills in English and Nepali languages;
  • Accuracy and professionalism in financial data recording, reporting and documentation;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of stakeholders, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Showing adequate maturity and working independently for the assigned tasks;
  • Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN System;

Other information
Living conditions and remarks

Living conditions in Kathmandu, the capital of Nepal, are good. In Kathmandu comfortable inexpensive flats (furnished and unfurnished) are available. Imported and local food and clothing are abundantly available. Water is in somewhat short supply and not safe to drink without treatment. Public transport is easily available and generally reliable. Kathmandu has a temperate climate with coldest temperature reaching just above zero at the night during the winter and mild but humid during the monsoon period, mid-June to end September.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
