Rural Oriented Youth Movement-Nepal (ROYM-Nepal) is a non-profit making non-governmental national level organization established in 2009 with the aim of poverty reduction through skill transformation and youth engagement to achieve national development goals.

ROYM-Nepal supports the country in achieving the long-term Sustainable Development Goals on human rights, health, education, gender equality, water, sanitation, environment, social protection, and justice reducing poverty, hunger and impact of climate change. In more than a decade of its working experience, ROYM-Nepal has been successfully carrying out different community development and socio-economic programs under WASH, skill promotion, self-employment, development of job incubation, and other socio-economic programs. ROYM-Nepal is currently looking for the application from qualified candidates for the following position:

Job Description

The Admin and Finance Officer (AFO) will be the lead responsible person for the overall financial and administrative management of the organization. The position will also look after the overall assets management and procurement. The AFO will be responsible for all the project’s budget planning and effective use of funds ensuring operational and programmatic efficiencies. S/he will oversee the effective and appropriate use of financial resources and develop effective mechanisms to manage the expenditures. S/he will support to ensure effective implementation of financial and related policies in line with relevant rules, acts and standards. S/he will ensure compliance with funding partner’s financial regulations and organizational policies. AFO will report to the Executive Director of the organization.

Key Responsibilities of the Position

  • Manage the organization’s entire financial, monitoring, and reporting systems.
  • Implement policies, guidelines, and criteria for overall financial and administrative management of the organization from Central Office and oversee the financial and administrative management of district offices in accordance with organizational standards and funding partner’s regulations.
  • Prepare budgets for program, handle expenditure and monthly/ quarterly and six-monthly financial reporting.
  • Develop project budgets and implement the mechanism to ensure spending to aligns with project implementation.
  • Handle administrative tasks including inventory and procurement management, general administration of the organization, and ensure smooth operations of projects.
  • Carry out financial forecasting, budgeting, monitoring, and supervision of the overall finances of district offices.
  • Coordinate with the external/internal auditors; prepare audit action plan with timeline and auditor’s responsibilities & correct the actions with plan to ensure all the audit observations are resolved.
  • Prepare vouchers / expenses, manage petty cash and payroll (salary/benefits), allowances and financial advance management of all staffs.
  • Consolidate and analyze various finance related data to support planning, management and reporting.
  • Maintain up to date accounts of all transactions, with adherence to Financial Policy, Nepal Accounting Standard (NAS), International Accounting Standard (IAS) and funding partner’s financial reporting requirements in a transparent manner.
  • Receive and verify Bank Reconciliation statements and ensure legal and taxation compliance support policy.
  • Ensure the transparent and competitive procurement of goods and services at all times.
  • Ensure an effective internal control system (ICS) and financial management system within the organization including the district offices.

Required Qualification and Skills 

  • Bachelor’s degree in finance or business administration (master’s degree or CA/ACCA will be added value).
  • At least 3 years of experience in similar position.
  • Must possess excellent accounting knowledge, knowledge about tax, VAT and other tax provisions, thorough with GoN rules and regulations.
  • Good understanding of programs and program budget, possess reporting skills, knowledge, and practice of accounting software packages with technical efficiencies.
  • Ability to manage, prioritize and complete numerous tasks with a high degree of organization’s need in less supervision. 
  • Ability to work effectively under pressure, maintain confidentiality and ability to establish good working environment.

Job Description

The district-based Admin and Finance Officer (AFO) will be the responsible person for the overall financial and administrative management of the project in Saptari district. Job Description

Intern will support the management of the ROYM Nepal for formulation and implementation of programs in different themes. This internship provides the selected candidate with exposure to the working environment in social sector and a better understanding of management at the program and operation level.

Scope of Work:

The intern will be responsible for the following tasks:

  • Program planning and development: Assist senior management team to collect the necessary data for proposal or program development, to carryout necessary research.
  • Social media engagement: Ensure that content for website, social media is appropriately organized, tagged, and categorized according to the standard of organization.
  • Monitoring and evaluation: Support M&E Focal Person for data collection from the field, data management and analysis to ensure effective monitoring, evaluation and learning.
  • Research: Engage in research in different thematic areas as per the plan of organization. Help team for new program formulation, support communication for fundraising and partnership development.
  • Supporting event organizing: Coordinate and support the program team forevent management by contributing to planning of events, as well as, composing concept notes, save-the-dates, agendas, invitations, and presentations etc.
  • Consolidating essential information: Collect and consolidate the necessary information for example drafting meeting notes, summaries of reports, briefing notes etc.
  • Other tasks as needed:  Involve in supporting internal official processes, research, communication, write-up etc.
SupervisorThe intern will work under the supervision of the Program Coordinator.
Estimated Duration of Contract6 months to 1 Year (Possibility to extension) (to commence as soon as possible)
Official Travel Involved, if anyKathmandu (field visit out of Kathmandu is possible). Organization will provide monthly stipend that covers the transportation and daily lunch package.

Required Minimum Qualification:

  • At least 18 years old and enrolled in a graduate or above degree or have graduated from within the past three years.
  • Background in Social Work Study, Sociology, Management, Rural Development, Administration, Communication, Journalism, or a similar discipline
  • Excellent academic performance as demonstrated by recent university or institution records.
  • Fluency in written and spoken English.
  • Passion in research and proposal writing, including database management, administrative tasks etc.
  • Ability to adapt to changing circumstances and be flexible in daily workings.
  • Ability to work in a diverse environment.
  • Knowledge of standard Microsoft Office applications (Word, Excel, PowerPoint)
