The Opportunity: Technical Manager – Child Poverty

The Technical Manager – Child Poverty is a key role responsible for ensuring the delivery of high-quality child-focused child poverty programs to the most vulnerable and deprived communities. This position reports to the Head of Field Program Operations and receives technical guidance from the Child Poverty Advisor. The Technical Manager will provide technical oversight to all Child Poverty programs, projects, and activities, working closely with staff at the provincial and Palika levels of Surkhet Field Office.

Key Responsibilities:

Technical Assistance and Capacity Building (30% LOE)

  • Ensure effective rollout of Child Poverty strategies, programs, and training modules to CPOV theme staff and partners.
  • Provide ongoing technical support to projects, staff, and partners.
  • Ensure child poverty projects meet technical requirements.
  • Identify and implement capacity-building plans for staff and partners.
  • Introduce innovative ideas and approaches to improve learning outcomes for children and strengthen systems.
  • Identify program needs through situation analyses, feasibility studies, and research.
  • Ensure integration of key organizational principles and approaches (such as GESI, child participation, and accountability) throughout the project cycle.

Program Development and Design (20% LOE)

  • Collaborate with the Kathmandu-based PDQ team to explore synergistic, inter-sectoral programs that address children’s holistic needs.
  • Develop and package program concepts for fundraising efforts and proposal development.
  • Ensure consistent design, methodology, and quality across thematic programs.
  • Incorporate multi-thematic approaches into program design and methodologies.
  • Lead continuous assessment of child poverty program needs in the field and align them with thematic strategies and proposals.

Project Planning and Budgeting (30%)

  • Provide technical leadership for the overall implementation of livelihood projects in M&FWFO.
  • Support the planning processes for the livelihood component of Integrated Projects.
  • Ensure partners have annual detailed implementation plans with phased budgets.
  • Ensure quality project delivery and address gaps in a timely manner.
  • Coordinate with thematic teams at the Field Office and Central Office as required.

Policy and Advocacy (15% LOE)

  • Define SC’s advocacy agenda in the Province.
  • Engage in debates related to provincial Child Poverty sector policies and programs.
  • Translate national messaging to provincial and Palika-level policy and action plans.
  • Develop policy briefs and position papers in consultation with relevant project managers.
  • Identify strategic partnerships for joint advocacy initiatives on Child Poverty issues.
  • Represent Save the Children in provincial and local-level networks and forums.

Program Quality Assurance (15% LOE)

  • Ensure timely generation and finalization of quality donor reports at the Field Level.
  • Provide technical support for field teams, including observation and feedback.
  • Develop guidelines, innovations, and capacity building plans for quality project implementation.
  • Respond to recommendations from evaluations, assessments, and MEAL activities.

Monitoring, Evaluation, Accountability, and Learning (MEAL) (10% LOE)

  • Ensure appropriate evaluation methods are used, and evidence is rigorously maintained and documented.
  • Facilitate knowledge management, capture, synthesis, and application of learning.
  • Incorporate quality assurance systems at all levels of program implementation.
  • Support field teams in conducting operational research related to Child Poverty.

Representation and Networking (5% LOE)

  • Maintain working relationships with provincial Child Poverty authorities.
  • Ensure effective representation on provincial and local-level networks.
  • Participate in technical coordination meetings to enhance synergies with other agencies.
  • Build and maintain donor relationships.

Strategic Direction (5%)

  • Provide inputs on Country Annual Planning and Reporting.
  • Ensure Child Poverty programs address gender and social inclusion and DRR.
  • Foster cross-functional collaboration for holistic Child Poverty programs.

Qualifications and Experience:

Essentials:

  • Master’s degree in Agriculture, Business Administration, Child Poverty, Forestry, or related field.
  • Minimum 7 years (5 years for GSI group) of experience in child poverty or a relevant field, including at least 3 years in a senior leadership position.
  • Strong leadership and facilitation skills.
  • Excellent understanding of Child Poverty sector programs.
  • Excellent communication skills.
  • Proficiency in English, both written and spoken.
  • Ability to deliver results, problem-solve, and foster innovation.

Desirable:

  • Advanced knowledge of Child Poverty sector policies and context in Nepal.
  • Experience in designing and implementing pro-poor livelihood and marketing programs.
  • Familiarity with child-sensitive social protection.

Contract Length: Fixed Term

Location: Surkhet, Field Office
