CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The objective of the USAID Early Grade Learning (EGL) activity is to strengthen the capacity of federal, provincial, and municipal governments to improve learning outcomes in Grades 1-3. Specifically, EGL aims to (1) build federal, provincial, and local level capacity for delivering EGL services, (2) improve local governments’ ability to provide teacher professional support, coaching, mentorship, and supervision, and (3) support local level governments in improving access to and quality of education services in early grades.
The Position Holder will lead the efforts to mobilize community, parental, and familial support for the acquisition of Early Grade Learning skills by students enrolled in the early grades of primary school in their respective provinces. The position holder will design and utilize easy-to-use training materials for communities to better understand and support Early Grade Learning activities. The position holder will use evidence gathered from USAID on Early Grade Reading, Reading for All pre-primary programs, and previous USAID programs to develop and implement cost-effective strategies to engage parents/guardians and communities in supporting Early Grade Learning efforts in their respective province.
The position holder will be self-accountable for making decisions, leading technically on the learning continuity and mobilization of community, parental and familial support for the Early Grade Learning interventions in the respective province; achieving and role modeling Save the Children and USAID/EGL project’s values and principles.
In the event of a major humanitarian emergency, the position holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: The position holder will be required to collaborate with consortium partners at provincial and local level; provincial and local level government stakeholders and be the focal point from Save the Children at province level for this projectin the consortium.
KEY AREAS OF ACCOUNTABILITY:
Technical Leadership:
Lead technically in the implementation of the cost effective strategies at respective provinces
Provide technical inputs in the development of cost-effective strategies for community mobilization and learning continuity to engage parents/guardians and communities in supporting Early Grade Learning in collaboration with the CMLC Lead
Lead technically on rolling out/adapting the home-based and community learning initiatives suchas “home schooling ”, school at home for children with disability, radio based learning, etc at provincial and local level
Lead in the development of messages, materials and resources in regional laguages (Maithali andAwadhi) for the difficult to reach communities and provide adated support based on students needs
Lead technically on development of the local gogemrntnet level plans and strategies on community engagement on EGL related interventions,
Drive technically and provide technical leadership and guidance to local staff on ensuring the engagement of SMC, PTA, teachers, students, community people from the marginalized communities while developing SIP, school performance monitoring, ensuring regularity of children in school and improving the learning outcomes of the children in early grades
Work closely with the GESI Specialist in ensuring GESI expertise and integration across EGL activities at province and local level
Lead technically and LGs on development/revision of local level costed education policies and plans with incorporation of equitable, inclusive, quality and resilience education for school education
Drive technically on development or revision their costed education mitigation, preparedness and response plans and incorporate scenario planning to account for during disaster and shocks at local levels
Drive technically in designing of training/orientation materials for communities to better understand and support Early Grade Learning activities in the respective province
Lead in the development and implementation of cost-effective strategies to engage parents/guardians and communities in supporting Early Grade Learning efforts at local levels.
Provide leadership in ensuring integration and cross sectoral linkages between EGL during disaster and shocks at province and local level
Support to generate evidence gathered from USAID on early grade reading and pre-primary programs and previous USAID programs to develop and implement cost-effective strategies to engage parents/guardians and communities in supporting Early Grade Learning efforts in their respective province and local level
Lead in the development of high quality program plans and progress reports in collaboration with project team at province and local levels
Work closely with GESI specialist and provide support to local education units of municipal governments to implement the government’s gender responsive budgeting as applicable under EGL
Lead technically and provide need-base support to local education units of municipality government to track benefits accrued to children with disability
Work closely with Educcation Technical Manager of Save the Children field offices and Education Specialist of CO for technical support, as required
Ensure compliance of the project during various phases of implementation as guided by USAID policies and Save the Children policies.
Representation:
Coordinate and collaborate with the provincial government and other relevant forums at province on community mobilization and learning continuity-related interventions and also provide technical insights
Coordinate and collaborate with the consortium partners at province and local level and ensurequality implementation of the community mobilization and learning continuity related interventions at the local level
People Management:
Line management of the Community Mobilization and Learning Continuity (CMLC) Officer
Ensure all people processes are adhered to as per USAID and SCI policies
Identify strengths and areas of improvement of team members for quality delivery and plans to improve gaps through coaching, mentoring and technical support.

QUALIFICATIONS
Master’s in Social Science or related field; Master’s in Education preferred
EXPERIENCE AND SKILLS
Essential
At least 7 years of experience (5 years for GSI) in similar position
Prior experience in USAID funded projects
Demonstrated experience in working in consortium projects
