We are currently seeking qualified candidates for a position of: Database Management Specialist for the USAID Enhancing Quality of Healthcare Activity (EQHA).  This is a five-year project, led by FHI 360 and partnership with Population Services International (PSI), Meridian Group International, and mClinica that aims to engage and empower national and provincial leadership as well as public and private healthcare managers and providers to collaboratively improve the quality and safety of health services, strengthen systems and increase service utilization. The position will be based in Phnom Penh, Cambodia with traveling to provinces when required.

The Database Management Specialist will work under the supervision of the Monitoring and Evaluation Technical Advisor. S/he will help, guide and support with development and maintenance of programmatic database within the project/organization. Manages the development and implementation process for executing projects from design and development to production. Oversees quality control of the project database.  Identifies and resolves issues and conflicts within the project team. Develops and delivers progress reports, documentation, and presentations on database management. Builds and manages relationships with functional program units and sub-award partners.

Minimum Requirements:

  • Master’s degree in database management and IT or relevant development program
  • Computer literate with strong skills in the use of ACCESS and other analytical software (ESRI, ArcGIS(mapping), DHIS2, MySQL, PostgreSQL)
  • Familiarity with international program developments in management of server system
  • Knowledge of health and development program in Cambodia
  • Experience in Performance-based service delivery and program management.
  • Knowledge on operationalizing guidelines and procedures.
  • Experience working with the government sector.
  • Knowledge and skills in training and facilitation, including developing curricula, job aids and other communication materials.
  • Ability and willingness to work in a team environment and to mentor less experienced staff
  • Computer literate with strong skills in the use of MS Office packages (Word, Excel, PowerPoint)
  • Team working and collaboration
  • Understanding of different donor requirements
  • Ability to meet deadlines
  • Excellent English oral and writing skills
