Technical cooperation appointments are not expected to lead to a career in the ILO, and they do not carry any expectation of renewal or conversion to any other type of appointment in the organization. What is the work of the ILO in Nepal – Short Introduction

As the effects of climate change become more prominent, Nepal is experiencing an increasing threat of climate-related shocks and is one of the most vulnerable countries to the long-term impacts of rising global temperatures. Several areas in Nepal are experiencing increased risk of flooding and landslides, while elsewhere, rainfall has become erratic, leading to the drying up of water sources, drought, and soil aridity, making once fertile land unsuitable for growing crops or sustaining livelihoods. Environmental impacts are taking a serious toll on people’s livelihoods.

This increased vulnerability is having a particularly significant impact on women and children, as well as groups such as indigenous people and some castes, including Dalits and Harawa-Charawa, that endure caste-based discrimination. The USDOL project on Child Labour in the Context of a Changing Climate in Nepal aims to cope with the socio-economic shocks of sudden-onset disasters, such as floods, and slow-onset disasters, such as drought, by having vulnerable households resort to migration, child labor, and forced labor.

While further research is needed on the link between climate change and child labor and forced labor, there is evidence of climate change increasing vulnerability to labor exploitation and trafficking, gender-based violence and trafficking of women and girls, child labor, and forced labor and trafficking. However, there are still knowledge gaps regarding the link between climate change and child labor.

ILO reporting lines

Under the guidance of the Director of the ILO Country Office for Nepal and under the direct supervision of the Technical Specialist on Child Labour and Climate Change, the Monitoring and Evaluation Officer will be responsible for the M&E functions and ensuring that the project is able to effectively assess whether or not it is achieving the goals as laid out in the project document. He or she would oversee the systems and processes for generating the data needed to effectively design interventions, analyze sector interventions for value for money, and improve program delivery through effective adaptive management.

Description of Duties for the Monitoring and Evaluation Officer

  1. Develop and implement a strong monitoring and evaluation plan for the entire project, guided by the outputs of the project and the Comprehensive Monitoring and Evaluation Plan (CMEP) developed by the project.
    2. Develop and support the preparation of good practices, impact stories, and case studies linked with the project interventions in close collaboration with the project team and other consultants hired by the project.
    3. Assist the Technical Officer by preparing briefs, periodic reports, and statistical data on the status of project activities to ensure that the proper systems are in place to drive the M&E system.
    4. Provide leadership and guidance to ILO Field Monitors, consultants, and implementing partners in developing the M&E framework based on developing results for each intervention and ensuring all program staff understand and are able to use the M&E framework and monitoring tools.
    5. Maintain a strong monitoring and data collection system that ensures accurate data capture, collation, and report generation, including the development of relevant database templates, forms, and other data systems for program staff to improve their analytical capacities and contribute data to the M&E system.
    6. Implement results monitoring plans, including regular field visits, facilitation of focus groups, key informant interviews, and the collection of success stories.
    7. Provide capacity building as needed to specific partners and enumerators in adopting improved systems for data collection and monitoring.
    8. Ensure that implementing partners and stakeholders have a clear understanding of the most recent project logframe and associated inputs, outputs, and outcomes.
    9. Conduct data cleaning, validation, and verification of field-level data. Ensure the collection of appropriate baselines and end-line data on beneficiaries in target municipalities and regular monitoring.
    10. Prepare the necessary relevant reports and suggest areas for further improvement.
    11. Ensure the program implementation is responsive to stakeholders and partners and consistent with the project objectives and management procedures and guidelines (MPGs) for the cooperation agreement with the donor (US Department of Labor).
    12. Support knowledge management by providing PME data, lessons learned, and other data to the donor and stakeholders.
    13. Provide capacity building as needed to specific partners in adopting improved systems for data collection and monitoring.
    14. Resolution of other M&E issues as they arise
    15. Perform other duties as may be assigned by the Country Director.

International Labour Organization Vacancy Required qualifications

Education
first-level university degree in economics, labor economics, public policies, sociology, development studies, or any other relevant field.
Experience
At least two years of experience in multilateral project implementation and M&E plans, frameworks, and indicators
Technical requirements: knowledge of results-based monitoring and reporting, designing data collection tools, conducting data analysis, and report writing. Professional experience in implementing and supervising field-level data collection and reporting
Languages
Excellent command of the English and Nepali languages, both written and spoken. Working knowledge of other languages at the duty station would be an advantage.
