PARTNER NETWORK OFFICER JOB SUMMARY:

The Partner Network Officer will work closely with the Governance Advocacy and Partnership Manager to strengthen mutual partnerships and alliance building approaches, focusing on establishing and nurturing strategic partnership relationships with new and ongoing strategic partners through regular contact, meeting and strategic communication.

This position aims to support in the establishment of robust engagement with diverse and sectoral strategic partners and facilitate to bring them into CARE Nepal’s Network of Partner through socializing on value proposition of network-led partnership approaches.

Further, this position aims to provide support to the Governance, Advocacy and Partnership manager in identifying the institutional capacity need of the strategic partners’ engagement in the Network of Partners and coordinate to plan and implement tailor-made capacity strengthening activities for the partners. This position will provide support in identifying and forging strategic partnerships with additional legitimate CSOs, people’s organizations and social movements that will contribute to achieve our overarching vision and harness their value addition to reinforce the locally-led development through connecting them into the network.

The Partner Network Officer will also provide support to the program team and sub-grant management team in selecting implementing partners pursuant to the partner selection guideline of CARE Nepal. This position will also provide support to the Governance, Advocacy and Partnership Manager to implement the CO’s advocacy road-map and extend support to our partners in identifying advocacy agendas and undertaking systematic advocacy through capacity building on advocacy and influencing.

PARTNER NETWORK OFFICER RESPONSIBILITIES AND TASKS:

R1. Identify, establish and nurture partnership relationship with diverse strategic partners and facilitate to connect strategic partners into the network

  • Support in identifying, forging and nurturing strategic partnerships with legitimate local partners, comprising of Civil Society Organizations, professional networks, federations, alliances and social movements to collaborate in mutually agreed and shared agendas
  • Maintain regular contact, convene strategic meeting and communication with established strategic partners to nurture relationship and harness their value addition in pursuing collaborate efforts.
  • Coordination with strategic partners and potential and legitimate diverse organizations to enroll into the network based partnership modality to amplify locally-led development and nurture local voices.
  • Maintain database of different potential strategic partners, allies with whom we are collaborating through strategic relationship
  • Track and document the output of the strategic meetings with strategic partners, allies and members of the Network of Partners and periodically share it with program colleagues support in identifying the Scope of Work for strategic partnerships with diverse strategic partners and prepare a standard MoU to formalize strategic partnerships with the partners.
  • Coordinate to arrange periodic meetings with strategic partners to review the strategic relationships, seeking regular feedback to strengthen collaboration in the areas of mutually identified agendas and extend support in nurturing relationships with strategic partners
  • Support in identifying the capacity need of strategic partners and member of the Network of Partners and design and implement tailor-made capacity strengthening interventions for the partners in coordination with the program and diverse flagship units.

R2. Partner selection and update information about CARE Nepal partners

  • Support the sub-grant management team and the program team in identifying implementing partners pursuant to the partner selection guideline of CARE Nepal
  • Identifying potential WLOs and WROs for partnership and collaboration in ongoing and future programs
  • Identify potential humanitarian partners to enrol in HPP and CARE EPP
  • Working as a custodian of all the documents related to the partner selection process.
  • Update the database of CARE Nepal’s implementing and event-based partners in collaboration with sub-grant management team.
  • Maintaining the data base black listed and terminated implementing partners so that they will not be considered in future selection processes.

R3. Capacity assessment and Capacity development of partners

  • Support the Governance, Advocacy and Partnership Manager in carrying out capacity development needs assessment of implementing and strategic partners by using standard capacity assessment tools and coordinate with the program team and functional unit to design and implement capacity strengthening support
  • Coordinate to arrange training as per the capacity needs of the partners and facilitate in organizing learning and sharing meetings, workshops and virtual interactions among the partners.
  • Support the sub-grant management team in carrying out regular Due Diligence Assessment (DDA) of implementing partners.
  • Work closely with the project management team to resolve issues as identified by the capacity assessment (DDA, PCA) and perform regular follow ups with partners in consultation with the project management team to ensure that areas of improvement as identified during PCA and DDA are implemented within the agreed timeline.

R4. Advocacy Planning and Implementation Partner Network Officer

  • Provide support to the Governance, Advocacy and Partnership Manager and program team to identify advocacy agendas, developing advocacy strategies and collaborate with allies and potential collaborators to undertake the advocacy and influencing and in reviewing the progress of the country level advocacy road-map
  • Support in developing communication materials to support our advocacy strategy in coordination with the communication team
  • Coordinate with the DMEAL team to develop a MEL framework for advocacy and provide support in tracking the advocacy progress/wins by using tools such as outcome harvesting, AIIR

R5. Partner Network Officer Knowledge enhancement and other responsibilities

  • Support in capturing the learnings on partnership, localization, advocacy efforts in the form of knowledge products
  • Support in organizing meetings, workshops and virtual interactions to generate knowledge, and learning in the areas of partnership, localization and advocacy
  • Any other relevant tasks as assigned by the immediate supervisor.

PARTNER NETWORK OFFICER WORKING CONDITIONS:
Based in Kathmandu with extensive field visits to working areas.

PARTNER NETWORK OFFICER QUALIFICATIONS AND EXPERIENCE:

  • Bachelor degree in rural development, social work and/or related fields with a minimum of 3 years of relevant experience.
  • Previous experience in governance, accountability and partnership.
