| The Child Protection & Child Rights Governance (CP and CRG) Technical Advisor is the technical lead for Save the Children in Nepal/Bhutan’s work in the Child Protection and Child Rights Governance sectors, which includes protecting children from violence and abuse, CP systems strengthening, CR systems strengthening, CR monitoring with children, driving children’s voices in policy making, increasing investment in and for children. The Advisor plays a lead role in setting the strategic direction for the sector, designing new projects, and identifying and pursing strategic partnerships. |
| The postholder is responsible for ensuring program quality and giving technical advice for a range of projects and advises field-based technical staff. The postholder plays a senior representational and advocacy role with the Government of Nepal, donors, and key national and international stakeholders, and works on a regular basis with SC members and internal stakeholders to maximize program delivery. The Advisor ensures that program learning, research and evaluation findings are channelled towards advocacy, continuous improvements, and new program design. |
| In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. |
| As a member of the extended Senior Management Team (ESMT) in Nepal, the role shares the overall responsibility for the direction and coordination of the Country Office. |
Key Responsibilities:
| Strategic Direction (20%*): |
| Take lead role in formulating CO’s vision for long term programming in CP&CRG in Nepal, including the development of its Country Strategic Plan (CSP) for CP&CRG sector. |
| Participate actively in the Country Annual Planning and Country Annual Reporting, providing oversight and facilitating the compilation of the reports for the CP&CRG sector. |
| Maintain oversight of programme portfolio (at country and field level) and ensure alignment with CSP. |
| Provide thought leadership and links with SCI’s global thematic initiatives, global breakthroughs and Theory of Change. |
| In collaboration with the Partnerships Director take the lead in identifying strategic national and local partners in the CP&CRG sector. |
| Support the PDQ Director to deliver on the fundraising strategy by develop funding strategies and proposals to expand the CRG and Child Protection portfolio in line with strategic priorities and technical best practice from a range of sources. This will include preparing pitches and concept notes to engage a wide range of donors for both reactive and proactive fundraising efforts. |
| Maintain regular engagement with existing donors and SC Members, and take initiative to identify potential new sources of funding for CP & CRG. |
| In consultation with Programme Operations Department (POD) colleagues, ensure that CP&CRG activities contribute to the sponsorship strategy and that sponsorship programming is aligned with the overall CSP. |
| *Significant level of effort anticipated in 2024 due to SCI’s strategic planning cycle. |
| Programme Development and Design (35%): |
| In coordination with the proposal development team lead on identifying opportunities and developing proposals for donors, which meets programme quality standards. |
| Provide technical leadership for proposals in CP&CRG including leading on log frame drafting and writing of technical sections of the narrative. |
| Ensure that cross thematic objectives (gender equity, disability and social inclusion, climate change, child participation) are included in programme design and monitoring. |
| Thematic Advisory and Technical Quality Assurance (20%): |
| Provide high quality and timely technical guidance and assistance to diverse teams across Nepal and Bhutan. |
| Coordinate with POD to identify internal and external capacity building opportunities and resources to provide high quality technical assistance to CP&CRG projects, supporting technical staff, partners and others to build knowledge and technical competence. |
| Work closely with field-based MEAL and operations teams and project teams to undertake joint monitoring visits to project sites to monitor implementation quality and follow-up on action plans. |
| With Program Operations Department (POD) colleagues, continuously assess staffing patterns and competencies to ensure that right staff are in place to support realistic program design, sector needs, and development. |
| Ensure that core CP&CRG common approaches are rolled out effectively and with fidelity. |
| Identify and pursue opportunities to disseminate technical materials, learning and best practices, such as workshops, targeted communications materials, etc. |
| Conduct monthly thematic coordination meetings with Programme Operations Department (POD) technical staff in the field and in Kathmandu, and annual Programme Learning Groups (PLGs)/Annual Programme Review meetings. |
| Contribute to the development or revision of CP&CRG related guidelines, tools or guidance documents. |
| Monitor the implementation of Quality Benchmarks for CP&CRG and update the design of relevant QBs based on need. |
| Evidence, Learning & Innovation (10%): |
| Participate in periodic technical project and programme review meetings and thematic community of practice workshops to review progress, challenges, best practices, lessons learnt etc. |
| Distil learnings and evidence generated into succinct and compelling programmatic guidance and provide thought leadership for internal and external consumption to inform project design, implementation and advocacy. |
| Ensure that the diverse voices of children, girls and boys are equitably heard and represented in our CP&CRG work. |
| Support SCI Nepal and Bhutan on testing and evaluation of innovations to advance quality CP&CRG transformative programming and building a solid evidence base. |
| Support field teams to carry out operational research related to CP&CRG, including designing relevant research ToRs and reviewing research and evaluation reports. |
| Representation and Policy Influencing (10%): |
| In close collaboration with the Advocacy and Policy Manager, lead in defining Save the Children’s advocacy and policy influencing agenda in the CP&CRG sector, in line with the CO’s advocacy and policy strategy and plans. |
| Maintain working relationships with relevant Ministries and Departments and their CP&CRG programs; connect Save the Children’s flagship programs with government and other non-government interventions. |
| Maintain excellent relationships with donors for positioning and influencing. and developing/maintaining contacts with potential donors, partners and key technical agencies. |
| Lead in translating national messaging to provincial and palika-level policy and action plans. Support Technical Managers to develop provincial and palika-level policy and action plans. |
| With ACCM, identify appropriate strategic partnerships for joint advocacy initiatives on CP&CRG issues at the national level. |
| Ensure that the country office has effective representation on national, regional and international networks and fora related to CP&CRG, articulating Save the Children’s position, policy and strategy. |
| Actively participate in technical coordination meetings/working groups (internal and external) to ensure synergies with other agencies and the movement. |

| Support the Save the Children Humanitarian responses where appropriate, ensuring timely and quality responses in line with international standards and technical best practice. |
Qualifications and Experience:
| Master’s degree in related field such as human rights, law, sociology, international development or related field | |
| At least 7 years’ experience of leading the design and implementation of Child Protection and Child Rights Governance Programmes. | |
| Understanding of the Child Protection and Child Rights Governance context in Nepal and Bhutan. | |
| Track record in successful business development/fundraising. | |
| Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale. | |
| Experience of strategy development. | |
| Experience of context, capacity and policy analysis, and influencing and advocacy at regional/international level in order to hold duty bearers to account to realise children’s rights. | |
| Skilled at networking, representation and partnership. | |
| Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children. | |
| Experience of promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement. | |
| Significant experience in training, capacity building, and mentoring including of civil society organisations. | |
| Strong results orientation, with the ability to challenge existing mindsets. | |
| Ability to present complex information in a clear and concise manner. | |
| Very high levels of integrity, including experience managing confidential information. | |
| Proven ability to work in a team. | |
| Excellent spoken and written English and Nepali. | |
| Ability to work under pressure, within short deadlines and with limited supervision. | |
| Availability to work early or late to accommodate calls with teams in other regions and time zones. | |
